No amount of legislation can stop this problem. Pool fencing does help, but supervision is the only answer. You can't fence creeks, dams and rivers, so really pool fencing is only paying lip service to the problem.

Before I put a pool in, I took my son's to learn to swim first that included the baby. Even then they were supervised at all times. A six foot brick wall was around our pool because you have to think of other children climbing over to enter the pool when you are not at home. All this was worth it for peace of mind and we had many happy years as the children grew up with the pool including their friends.
